Overview
Non-compliance of the Omnibus Budget Reconciliation Act of 1990 (OBRA-90) can come at a cost to the compounding pharmacist. The OBRA-90 was largely created to reduce the US budget deficit by improving therapeutic outcomes. However, the means by which these savings were realized has ultimately impacted healthcare, notably the pharmacist through prospective drug utilization review (DUR) requirements, patient counseling responsibilities, and record-keeping duties.
This webinar aims to facilitate compounding pharmacists in remaining compliant with OBRA-90 pharmacist obligations by navigating the elements and requirements of the DUR (prospective, concurrent, retrospective), patient counseling (including medication guides), and correct and effective document recording.

Rad graduated from the University of Texas College of Pharmacy in 1981, having previously obtained B.A. and M.A. degrees in anthropology at the same university. After short stints in traditional retail, long term care and hospital pharmacy, he settled into a long career in home infusion / specialty pharmacy, working for various regional and national providers. This included periods in direct management roles and support roles. The support roles frequently involved the oversight of sterile compounding facilities, the writing of policies and procedures, and training.
Beginning in 2011 he began obtaining various American Society for Quality (ASQ) certifications, including Certified Quality Manager, Certified Quality Auditor, and Certified Six Sigma Green Belt.
From 2014 until early 2020 he served as a contract surveyor for ACHC / PCAB, traveling coast-to-coast surveying every form of pharmacy this organization accredits, including sterile and nonsterile compounders. During this time he also wrote a policy and procedure manual for compounding pharmacies that is still marketed today.
In early 2020 he converted to full time employment with ACHC / PCAB, and continues with surveying, consulting and writing assignments with this organization.
Rad lives in Loveland, Colorado.

COMPLETION REQUIREMENTS
- Attend the live webinar in full (login and logout times will be recorded).
- Complete a learning assessment (minimum 80% passing grade, two attempts permitted) within 14 days.
- Submit a completed live event evaluation form online within 14 days.
When the aforementioned steps have been completed and approved:
- Pharmacists and Pharmacy Technicians registered in the United States will obtain a statement of completed credits on their NABP e-Profile within 60 days.
- Pharmacists and Pharmacy Technicians registered elsewhere will receive an automated email from LP3 Network advising that they can download a statement of participation.
- All participants will receive an automated email from LP3 Network advising that they can download the LP3 Network certificate of completion.
